That depends on how you define a fart. Fish do the gases as a means of controlling buoyancy, but these expulsions are not a bi-product of digestion as they are in mammals. It is thought that the gases from digestion are expelling with feces. There are actually some studies about herring expelling gas to possibly communicate.

Dojo loaches fart. Mine fart all the time. They inhale air trap it in their stomach till all the oxygen is absorbed then fart it out.
