Here is the fish plan for my 55g FOWLR (to become reef):

1 yellow watchman gobie
2 maroon goldstripe clowns
1 yellow tang

Would that max me out, or could I add another small fish?

I think you could fit another fish in there. Maybe a royal gramma, a dottyback or a blenny. Or maybe even a dwarf angel.

If you keep excellent water parameters you could probably add a couple fish in there. You really only have one fish that is going to be a "swimmer". Don't add anything too big. Myself I would stay away from any dwarf angels as I don't think any of them are truly reef safe. A fairy wrasse and maybe a blue damsel would be very nice. I just added a blue damsel and his color is amazing and he is very docile.

I have always liked royal grammas. I plan on getting one once my 38 gallon is setup the way I want.

They are neat fish. I had one before but a yellow tang killed him. Not directly but he picked at him constantly. Till one day he was dead.

Tank was to small for a tang anyways. So I won't make that mistake again.
