Can you keep 2 bristle nosed plecos, 1 zebra pleco and 4 neon tetras in a 30 or 60 litre tank?

The tetras yes but those plecos need 30 gallon tanks or larger. I wouldn't keep 2 Bristle noses in a tank less than 55 because they can be fairly territorial.

Could you keep tetras, gourami s and guppys together?

Yeah those would be fine together, although I would only do 1 male gourami in a tank that size. More than 1 male and you will have issues with aggression.
