Fish suggestions for my new 29g

I'm using 2X 18W fluorescent lightbulbs over my tank. I use Philips colour code 83.
I read in a book that these are very good for plants: little blue light, allot of orange light (See colour spectrum charts to find out what it means)

I want to go for 2 watts per gallon if possible...want to get it as high as I can without having to use co2. I'll take a look for those philips lights, thanks billsgate!
