Fresh Water Skimmer?

Do they make anything that foes on the top of the water and skims the film or dust that floats up there? I forget where i saw it but i saw one where it kind of looked like an icee straw like a tube with a spoon end. I cant find the video anywhere but ill keep looking.

I have seen surface skimmers around, but they all seem to require that you have a canister filter
