Fry still not swimming

So my fry are still not swimming. The eggs were laid last Monday, so it's been seven days already, they have tails, eyes, wiggling here and there like crazy sometimes, but not swimming..should I be concerned? Are they dying? Or is this normal

No I put them in a mesh breeder cage. There is only three fry
