Getting a new set-up w/xmas gift cards, will this grow?

So I have saved up enough gift cards and can cover the remainder of this but I'm finally upgrading one of my 10 gallons!! I'm getting a mini canister filter rated for 10-20 gallons, some flourite, fluvals mini-Co2 set, and currents LED+ light fixture! Will I be able to grow dwarf hairgrass with this set-up? It's a standard 10 gallon so the light only has to go through 10 inches or so of water and I'm pretty sure it'll work but I wanted to double check with you guys. I've tried dh before but my lights were too low and no co2 (first plant with first tank), it lived, but didn't grow or spread. I love the idea of having an underwater lawn.

My dwarf hairgrass is carpeting without co2 and low level t8 lighting in a 24gallon
