Is possible that I keep the lights to much on like 20 hours a day .
The water is in perfect condition

20 hours a day would certainly cause algae problems. Try to minimize to no more than 8 hours a day. Outlet timers are a great help if you are like myself and have odd hours and not always home to turn them off.
Looks like blue green algae which can also result from high nitrates. I know you said water was fine, but more than a few times I've messed up the nitrate test.

That is Cyanobacteria, I had an outbreak of it a while back, couldn't figure out what was causing it, it likes low flow, lots of nutrients and low oxygen levels.
I cut back feeding, cut back lighting, increased flow and added an airstone but it just got worse.
Finally used a product called Chemiclean by Boyyd, took about a week but it killed it all. Kept all my previously made changes and it hasn't returned since.
