I have a large grouping of Green Cabomba that's growing well but I was just wondering, how can I make it grow bushier rather than spindlier? I want lots of needles and not so much visible stem. Should I trim the tops off when they get tall, would promote new leaf growth?

You can do that. But, what is your lighting? Cabomba will grow taller and thinner if your lighting is not sufficient because it is reaching for the light it needs. Moderate to high light is the recommended, depending on which strain of cabomba you have.

I've got a 25W t8 fluorescent bulb over a 29 gallon long.
I'll post a pic as soon as I'm done my water change

O alright

Here's what they look like

Well I'm in the planning of a 5-10 high tech so maybe ill grow some nicer plants in there.

One way to make a grouping look bushier is to plant the stems so each stems leaves are slightly overlapping the stems leaves around it. Then add a few more stems so it gives the effect of a thicker or bushier grouping.
