Green water planted 55

Ok I have a planted 55 and for some reason no mater how hard I try the water won't get clear it always has a green tint I do 15% water changes every week and don't overfeed. I had been useing rain water from my rain catch for about 3 years but now I'm using RO water for about 4 months still green any ideas?
 
Do a large water change (50+%), 4-5 day blackout (no peaking, no feeding fish), do another large water change.
 
if you do a blackout can you atleast feed your fish during the night? 5 days seems like a good amount of time to not feed them, just curious though?
 
Unless you're dealing with fry, most fish will do just fine without feeding for the length of the blackout. The idea is to prevent any light getting into the aquarium for the length of the blackout, so even feeding at night should be avoided. The reduction in nutrients will also help get rid of the algae.
