It depends on how fast they grow. They should at least be 1/2 inch.

Well
1) they have to be large enough not to be eaten
2) they have to be fast enough to hide if picked on
3) they have to be able to compete for food with the adults so they don't starve
I like to release my fry into the adult tank when they are about an inch - inch and a half long, so they can so all of those things
