Had to be away of fishless cycling tank for 3 weeks

The filter dried up due to evaporation Does that mean the good bacteria died?
 
They're dead. Why wasn't the filter running?

Bacteria also need ammonia or waste products to survive. If there was no source of ammonia, then yes it is likely you'll have to recycle, even if the filter did not dry out.

The bacteria can live for a couple of months without food.
They cannot however live if they dry out
 
I wouldn't trust statements containing "could" until the tank is well established.
