since i have a 10 gallon the line should be set at the bottom one right ...? and are the bubbles suppose to stay in the counter...? or are they suppose to keep going and not stop hitting to the top of the water..?
 
I'd set it on the bottom, too. The bubbles should roll slowly up the ladder, and get smaller and smaller as they go. Over time the ladder builds up bacteria and crud and the bubbles move even slower, or sometimes get stuck and don't move up until subsequent bubbles "bump" them on through.

Make sure the ladder is level, because if it is turned slightly to one side the bubbles won't travel properly.
