Hair algae

I set up my 75 gallon tank salt it has been set up for four weeks. I went through the diatom stage and made it through that but now I have hair algae growing on top of my sand. My phosphate level is 0.25 and my nitrate level is 0 I am going to bring phosphate down but was wondering if this was part of the cycling process or do I have a problem. Any advice would be appreciated. Also I used colony by atm and have around 60 to 70 lbs of live rock.

I have a rose bulb anemone a clown fish they are both doing great . Like I posted I am trying the colony product from atm. Can I still shut the lights off with the anemone?

You have an anenome and clownfish while you are cycling. The anenome will not make it if that is the deal. As far as the hair algea
