Usually its 1 pound per gallon so about 130 pounds would raise it up about 2 inches... The heater i would advise 2 150 watt heaters rather then a 300 watt big heater trying to heat the whole tank. That way the temperature is the same all the way around
PFS would make a great bottom substrate if you just want gravel to form a top layer so it looks like a gravel substrate. Some river rocks would also accent the bottom, those you can get at most LFS's.
