I have a 10w heater in there and there's only around 6gal of water but I can't get the temp to regulate higher than 64°, ideas?

42 gallon 'hexagon'
Measurements
168 liter: 25 inch by 22 inch by 23 1/2 inches high

Why do you have the water so low? Im guessing there's not enough water circulation
 
I run the tank with a tetra waterfall system, half land half water, so there's circulation, I'm thinking maybe if I go back to a Flo. Light the heat from the bulb just might do the trick?
 
well my guess is the heater isn't beastly enough, usually people go minimum a 50watt for 10 gallons, so imo it seems a little small
