Help me shrimp keepers!!!

I saw your parameters but you still haven't posted TDS and GH/KH. Those are important to sensitive shrimp, especially OEBT. Did you add some RCS back to see if the foamy water affects them?
 
Foaming usually means dirty, protein-rich water. Do more water changes of 100% and it should clear up. It's all that gunk from the disturbed sand.
 
Hey. I worked this morning and had to drive an hour and a half to get a GH KH test kit be home in a couple hours and will test and. Do another 90 pwc.
