The fuzzy white area on her head looks like it may be columnaris which is a bacterial infection & can only be treated with antibiotics. The quick cure will nothing for it. Are you able to qt her?

should I make my bubbler higher or lower to get rid of the cloumnaris?

If it is columnaris move FAST! It can kill fish in a matter of hours and wipe out entire tanks if not treated quickly.
If she is still ok and it hasn't gotten any worse you can probably assume you don't have a columnaris outbreak. It maybe a fungus.

So far she is fine, she used to be wiggling at the surface, but I added salt, turned up the bubbler, lowered amount of hrs of light, and lowered temp. She is swimming normally now and the white thing on her lip is slowly disappearing
