Help, white fuzzy dots!

I just now noticed that there are white fuzzy dots on my bamboo plant growing all over one of the stems. Also, it has turned yellow like it may be dying. I wanted to know if anyone knew what it is, if its bad for my tank, if I should remove the plant wash it off or throw it out.

The last time I got white fuzzy on my dwarf baby tears, I put it in a separate container with tank water, hosed it down with hydrogen peroxide, gently wiped off the yuck with a damp plain paper towel and kept it separate with tank water cycling until it looked right. I lost a few stems but the rest came through fine with no additional fuss.
 
Bamboo is not a submersible plant. It likes to have it's roots in water but not the whole plant. If you do have the whole plant submersed then it is probably dying and the white stuff is probably fungus growing on the dying plant.
