Help with lighting.

Got a ten gallon tank that I have decided to set up. I am not to knowledgeable when it comes to lighting. Have a glass top for the tank with no hood. Substrate is pool filter sand. Only plan to grow low to med light plants. Anybody have any light recommendations. Maybe something in the 40$ range. Would appreciate any help. Don't want a complicated plant set up. Just a tank to house a beta and a few adf.

I use a cheap incandescent hood.
I swap in mini CFLs 10watt bulbs.
