So I just Added sand to my 60g tank and after the adding the sand foam started to appear on the top. The foam is like a cream color. I need help on knowing what this could be before adding fish.

Sounds like the sand was not rinsed enough. You did not add any kinds of soaps to clean it I trust. I would skim it off do a water change and see how it goes. It should settle out.

Yes that is correct I did not add any soap nor did I wash it. I'll try what you said thanks!
