HOB filter

I have a 29 gallon saltwater reef/fish set up with an Aqueon 50 HOB filter and one power head.there is appx 30 lbs of live rock. I have read mixed reviews on changing the filter media in the filter as well as not to use any at all.
Any advice on which way is best. Oh and if I could make this a 2 part question. To siphon ir not ti siphon? I have maybe 2 inches of sand which I dont know if I should siphon or not.
Thanks in advance. My experience is less than 4 months. I would hate for my errors to mean the demise of a fish or coral.

I just wash out my filter media on my wet/dry sump so I'd imagine you washing your filters out wouldn't be any different than what I've been doing forever. And I don't siphon my sand unless there is something on the surface I want out. And I don't suck any sand up when I do this either just close enough to pull the debris off the sand, rock or whatever it is.
