How much would it cost to run a 15g tank

Im thinking of buying a fluval tank 15g kit and want 5 shrimp 5 guppys and 3 otocinculus what are the easiest shrimp to have in this tank im a beginner (age 14 yes im aware im young but had a tank when I was 7 and then a hurricane destroyed it, it was a 30g I think) how much would this all cost and the tank is 140$ but not sure if it has a heater I have to double check but I am also considering this idea of getting 2-3 pea puffers in a 15g tank. Tank is going to be a freshwater planted what are good plants that go with these fish? (Yes im aware its a stupid question)

Puffers are hard to feed. They need live foods like snails. Ghost or cherry shrimp are really cheap and easy to care for. Ghosts were my first shrimp, who became snacks to my naughty goldfish.
