Testing water is necessary. If you don't test water and don't have a test kit, the API Freshwater Masters test kit is good. 20 bucks from amazon. Cheaper then strips in the long run and more accurate.

Ok that is good. A general rule for fancy goldfish is 20 gallons for the first one and then 10 extra gallons per fancy goldfish.

The only answer i need is can i use a 50w heater in a 17l tank

Just get a 25 watt heater for that unless you live in a really cold climate.

65l is about 17 gals; not large enough for one angel let alone two. They're likely fighting for territory. You'll probably need to rehome one of the angels before one kills the other.
