I think my Dwarf Gourami is dying

Wanting to know why my Dwarf Gourami is dying. Tank is 29 gallons. I purchased 2 Dwarf Gourami's from petco a week ago. Only one is laying on a fake plant breathing heavily and can't swim, just floats around, then gets stuck on a plant.

Tank readings:
PH-7.6
High Range PH-7.4
Ammonia-between 0 and .25 ppm
Nitrite-0ppm
Nitrate- between 10 and 20 ppm

Water change not done in about a weeks time.

I'm sorry for your loss. I hate getting fish from petco. I've got nothing but the worst from them.
