You can spot treat it with 3ml of 3% hydrogen peroxide per 10 gallons, but I'm not sure how it will affect the moss. You can ask rivercats, she'll know. You need to address the root cause which could be many things.
Yep it BBA. Spot treating with H2O2 is fine on moss but you have to turn your lights and filters off for 20 minutes during treatment.
How long are you running your lights daily? Are you using any ferts? What about CO2 or liquid carbon? Spot treating will work but if you don't fix the problem it will just come back.
I don't really have set time for how long I keep the lights on and I'm not doing any ferts or anything special...it probably is my lighting though because I think I probably leave them on for to long
