A neighbor showed up at my door a couple weeks ago with him in a Ziploc bag. I do want to make sure I provide him with the proper care I believe he is an African rainbow. But I honestly don't know for sure any help would be great.
He was brought over cuz they knew I had a few aquariums and they did not want him anymore.

He is a standard blue peacock cichlid: https://www.liveaquaria.com/product/960/?pcatid=960

They can be rather aggressive and require a tank of at least 40 gallons usually. Just give that link a click and you will have some of the basic info. Also, based on the lack of egg spots (yellow spots on the anal fin) I believe he is actually a she.

Thank you for your help ..
She is currently in a 20gallon but im upgrading to a larger tank after the holidays.i wasnt expecting her so i workwd with what i had on hand, So far she seems happy and has rearranged the tank to her liking.

Sounds like you will do the best you can for her! :) I am not surprised she did a little redecorating, Peacocks like to move things around.
