Is my fish tank cycled? Why is nirAte 0ppm?

So I think my fishless cycle has finished. Details are as followed:

70L/18g tank
During the cycle, temp has been on a steady 30 degrees Celsius
Few live plants
1 Air stone
*if you need anymore details just comment them below and ill be happy to answer*
N/a means I did nothing on that day unless i say i did something.
I test everyday at about 11am.

day 1- dosed ammonia to 4ppm
day 2- N/a
day 3- ammo- 3ppm
day 4- N/a
day 5- ammo- 2ppm. I then dosed ammo back up to 4ppm
day 6- N/a
day 7- ammo- 3ppm-2ppm
day 8- ammo- 2ppm
day 9- ammo- 2ppm
day 10- ammo- 2ppm
day 11- N/a
day 12- n/a
day 13- ammo- 1ppm
day 14- ammo- 0.25ppm. Nirite- 5ppm>
*FROM NOW ON I ADD 8 DROPS OF AMMONIA EVERYDAY WHICH IS ABOUT 3ppm IN MY TANK*
day 15- ammo- 0ppm. Nirite- 5ppm>
day 16- ammo- 0ppm. Nirite- 5ppm>
*I STOPPED TESTING AMMO FROM HERE ON BECAUSE IT BECAME 0ppm WITHIN 24 HOURS OF ADDING AMMONIA BUT I STILL ADDED 8 DROPS EVERYDAY*
day 17- Nirite- 5ppm>
day 18- Nirite- 5ppm>
day 19- Nirite- 5ppm>
*NIRITE WAS SO HIGH OFF THE CHART I DECIDED TO DO A 20% PWC SO THE RESULTS WERE READABLE*
day 20- Nirite- 2ppm
day 21- nirite- 2ppm-1ppm
day 22- N/a (but i still added ammo)
day 23- N/a (but i still added ammo)
day 24- Nirite 0.25ppm
day 25 (today)- Ammo- 0ppm. Nirite 0ppm. Nirate- 0ppm

This is where im confused. Once Nirite becomes 0ppm within 24 hours, isnt NirAte supposed to sky rocket??

What should i do?

What test kit are you using? If it's API Master Test Kit, are you sure you're following the steps correctly? When you shake bottle #2 for 30 seconds and the tube for 1 minute, you should shake it like there's no tomorrow.

Yes API.
I do shake it. I shake it so hard my arm is gonna fall off lol

Not really sure what it is then =/ The Nitrate test kit only lasts 3 years, maybe it's passed its usage date? Other than that, I'm out of options O_O
