Is my light adequate for a low-tech tank?

My new (used) 65G tank was picked up today. The light that came with it is a Coralife 50/50 6000k/Actinic 03. The tank dimensions are 36x18x24.

Is this light adequate to grow some easy, low tech plants? I would like to have my tank moderately planted, but would like to avoid co2 as this is my very first tank. I don't mind dosing fertalizers and using root tabs.

The tank is 7 years old, I don't know how new the bulb is but I'm assuming at least a few years. Is there a better bulb to buy for my situation?
