Is this betta fin rot?

Over the past couple of weeks, I've been noticing my betta's tail fin deteriorating.

He's by himself in a planted 10 gallon. I do weekly 30% water changes but he's still loosing his tail fin.

Ammonia - 0
Nitrites - 0
Nitrates - 0-10

Could this be fin rot?

It looks like a bacterial a infection you can get fin rot medicines for that

I have a bottle of API Bettafix that I will start using. Thanks for your input!
