Is this dirt safe?

Just wondering if this dirt would be aquarium safe, or if it is too hard to tell, or if it just isn't. It is very cheap, so i hope so. 40 lb. Topsoil-71140180 at The Home Depot

No, you want Organic Potting Soil. I've used the Just Natural Potting Soil, 1cu ft for around $3.50 from Lowes for years. You have to find Organic. Many people use Miracle Grow Organic Potting Soil/Mix.

Plain topsoil is fine, in fact its the main component of the famed mineralized topsoil recipe. That said, topsoil is fairly scarce in nutrients and because of that may be a fizzle.
