is this hair algae?

Hi all,
I am midway through setting up my first tank. I am half way through a fishless cycle and noticed what appears to be a spider web....would this be hair algae? If so, how could i get rid of it? I am also noticing what appears to be dust in the tank. Is this normal?

Is the driftwood new? That cottony white growth tends to show up on new driftwood; it'll go away eventually; you can wipe it off if it bothers you but it'll probably grow back for a bit. It's harmles. What color is the dust? White? Brown?
 
It is new. I soaked it for a week and then stuck it in. Good to know, i won't worry about it. The dust particles are tiny, could just be some of the new plants. Thanks!
