Is this normal?

The same thing should apply to all your tanks. You have to have surface agitation for the exchange of gases ( very sciency I know. ;) ) which oxygenates the water as well as help prevent anything from forming a slick on the top of the water. The agitation will keep things in the tanks in motion so the filter can pull it out of the water. Even if the slick is from natural causes, it doesn't need to be in there.
