Keeping a tank cool in California

I live in Northern California. I don't use air conditioning very often and my current house (high) temp ranges from 79-83F. I am thinking I might need an aquarium "chiller" or maybe some fan setup blowing lightly across the aquarium surface? I have not started the freshwater tank yet. I am still gathering info on these excellent forums since it has been ten years since my last tank.

Does anyone on this thread have any experience or advice?
 
as long as the temperature doesn't fluctuate, 79-83 temperature is fine. I wouldn't consider it too warm.
