Mine always kinda hang at the bottom in the same spot, is it swimming in place or just motionless?

A panchax yes? Often they will hover, motionless beneath plants. If you have no plants on or near the surface, the fish will find somewhwere else to lurk.
Do you have more than one.... the fish can be aggressive toward con-specifics, causing one to take refuge in a lower part of the aquarium

Yes I do have more than one, they sometimes are near each other but not usually I under stand what he's doing now.

I had him for almost a month now. They're friends half the time the other half they're minding their own buisness

I have gardneri, said to be community fish, long story short they took the tails of 6 of my beloved fish, they're in their own tank now, but yah, side by side playing 60% of the time or male on bottom and female right at surface under floating plant..
