Kinda having problems with my vals

The first plants I bought were three straight leafed Vals. They have still not grown at all or even really rooted (I did a gentle test pull at the roots and it came right out) but the leaves are still vibrant and healthy green. I have had them for a month now.

The only other plants around them is 2 small tufts of dwarf hairgrass which aren't growing either (but I was told they are very slow growing to begin with). Vals and Dwarf HG are located right beside the intake for my filter.

All my other plants are growing healthy and strong. What's up with my Vals?

Bump...anybody? Why are all plants growing except Vals?

What kind of light you got over the tank? My vals shoot off new runners at least once a week. I have them in a 20H with an 18 watt bulb. Tank is very low light and they still grow. Not sure what the case is with yours.

I'm a low-med lighting tank. Dual T5HO's.
