Is a 25 W 6500 K bulb good for plants? At the store now...

That would really depend on the tank size and plants... but that light would probably work depending on the type of bulb, size of tank, and lighting requirements of the plants.

Height is 12 in. (40 breeder), it's a ZooMed UltraSun I found on sale for a good price, plants need around mid-high light.

I have a Zoo-Med fixture, its a T5HO fixture, this is what it said on the bulb:
F25T8/Super Daylight
Ultra Sun
36/914 mm
