Lighting for 2(?) gallon hex

I am thinking about restarting my 2 or so gallon hex tank and i was wondering how many watts of cfl lighting I would need for some low-med light plants. I had a 13 watt over it before, but I had a nutrient imbalace and had a major algae outbreak. Now I am wanting to make sure I don't end up with this problem again.

I am thinking about stocking it with either ghost shrimp or possibly a female betta.
