Lighting for a 5.5 gal

What would be a good cheap lighting system for a 5.5 gal that could house plants?
 
Ok what bulb is in it because i dont have 35 bucks to spend on a fixture
 
On Amazon you can get it from third party sellers for $25.99. If you do the 35 bucks one, you get free shipping. Lighting isn't really cheap, haha. XD

Granted, I'm dosing with fertilizers and CO2.
 
Just a betta. Tried to put him in with some shrimp after rescaping to confuse his territory, but that didn't work out, so he's in a different tank. It's just the shrimp now.
