What are the best light bulbs for plants,I have some that I got from petco that came with the tank they said they would work but I don't know if they are telling the truth or what please help

Plants like light that's in the color spectrum of 5000K to 10000K, so as long as the bulbs are in that range they should work.

The tank is a 14 tall would that make a difference or not

14 tall isn't a big deal. Once you get into the 18-24" range is where that needs to be considered.
