Gouramis tend not to get along with other gouramis, I don't know much about dwarf gouramis but I believe they are more tolerant towards their own species. I would google dwarf gourami behavior and if they'll be cool with the leopard I'd say go for it
 
You may end up 3 Neon Tetras short if you add him. The Leopard Ctenopoma is a predatory fish. Beautiful fish, ambush predators, they may like some plants.
 
I don't really think that losing a neon would be the end of the world. Now I just hope that the one that was as my lfs is not already sold,

He is rather small. About the same size as a lemon tetra.
 
Thanks I think he is setting in nicely even though he is one of the smallest fish in the tank. He has been quickly hovering slightly above the gravel all over the tank since I added him.
