looks like ick on tank wall and driftlogs, and rocks?????

All right here is the thing, my friend called me today, and he said that on the side of his tank wall, and driftlogs and on some rocks and gravel, it looks like ick. I took a look at it today, and I have never seen this before, it is like ick, but not really?? They are small little white dots, that have a small little fuzzy look. So I didn't know if he had some kind of algee growing, that I never have seen before, or if it is fungus or what??? So I am open to ideas!

.....eggs..... if there fungist over then maybe..... they would need to be cleaned up in that case anyway.. they will not hatch-out if they have fuzzy stuff growing from them..
