Low Flow Rate in Magnum 200 Canister Filter

Hello there. My Magnum 200 filter has super low flow rate right now. It is supposed to be pushing 200 gph but I'd be surprised if it is doing 30. I cleaned all the tubing and the filter sleeve (in filter water) but it hasn't helped with the flow rate. The motor seems to be running the same as before and there is no blockage that I can see anywhere. The filter sleeve is only 2 months old. Any ideas of what might be causing this?

since you also have a magnum 200 would you mind explaining to me how to put it all back together ,i found this on my mother in laws estate and took it apart and cant figure out how to put back together if you like you can find me on facebook under Holly fountain crunk thank you so much,
