Low-med lighting

Is there a bulb compatible with a regular hood made to hold T8 florescent bulbs that would give me a good low-medium lighting in about a 20" deep tank?
The bulbs it came with can't grow a thing.
 
The output of a bulb isn't determined by the bulbs, but rather by the hardware in your hood. If your fixture is a car, your bulbs are the wheels and your ballast (the thing in the fixture) is your engine. You can kind of make a car go faster with different tires, but what you really need is a new engine.

To get more light, you'll probably need a new fixture.
