Low, Medium, or High?

I've been reading around but still can't figure out how to tell if your lighting is considered low, medium, or high.

In my 10G I plan on using 2 of these in my 10G:
Walmart.com: GE Energy Smart 10W Daylight Compact Fluorescent Bulbs, 2pk: Decor

The kinds of plants im thinking of growing are Dwarf hairgrass, java fern, java moss, anubias, wisteria, crypts.

I dont think Ill use all of those just want to see what my options are. Would the that lighting be appropriate for these plants and if not what would you recommend? Thanks!
 
There is a chart that has popped up in a few threads that is very helpful. Do a search.
 
I would say medium. It depends on a number of factors of course, but you are at the very least solidly in medium.
