I am looking to set up my fish tank with low-tech plants. So nothing that requires supplementing with CO2 and will do fine in low light. I am looking for background, mid-ground, and foreground plants.

Monte Carlo. Pearl Grass. Ludwigia Ripens. They don't require much care and co2

Anubias, java fern, dwarf sagittaria would all do well.

Add most Crypts, Mosses, Vals, and Saggiteria to the list

Bucephalandra will also do well in low light setups.
