Missing fins

Just realised that my new fish is missing fins! There should be fins where those nubs are right?!

Poor thing, he only seems to have one decent fin left

I've only just gotten him, he came like this and I think they are healed already. Hopefully!
The woman I bought him from had discus. Would they do this?

Discus are part of the cichlid family it is possible
