molly's hiding

I have 4 black molly's in a 46 gallon tank that is trying to cycle. Eventually we will be adding pictus catfish. My issue right now is that the molly's will not come out of hiding. When I first got them 4 weeks ago, they were pretty active. But now they act like scared little fish.

Ammonia 0.25
Nitrite 0
Nitrate 0
Just added a bottle of tetra safestart so can't touch the water.
Any advice?
