My chocolate Chip SeaStar is dying!!! help please!

I got a chocolate chip seastar three days ago and I was told to feed him frozen baby shrimp which I have been doing. But now I don't think he's eating and his little black chips on his back are falling off and there are white lesions on him. He's always at the surface of the tank and when he's on a wall his back seems like its drooping downwards. I don't know what to do. Please send advice!IMG_9130.jpgIMG_9129.jpgIMG_9128.jpg
 
First off, I don't know that much about sea stars but I think you're never supposed to take them out of water, that's death for them.
I don't see how it would eat frozen baby brine shrimp, look up their diet and see how you can feed it better.
