Skimmer on or off really does not matter as long as you have circulation. Yes waste makes ammonia but you have no "waste". The skimmer will not work properly for a while until it gets "coated" and slimed up real good so go ahead and run it so when you do add fish everything will be ready. I ran my skimmer on the cycle but ran the waste line back into the sump.

Ya, add another 20 -30 lbs or LR. There is not much you can do with 10 lbs of LR and no pictures of what your working with.

I would by some base rock from hirocks to save you $. You may come out better to buy some (live)base from lr.com and have it shipped together with your LR to save on shipping. Call or email Mike they will work with you.
